[Board] 2014 Budget

Hi Board and community,

Now is the time to start thinking of our 2014 Budget (where we need to
place funds to get things moving).  I've already heard some rumblings
for some packaging funding - it's all fair game so please come forward
with your ideas and/or amounts requested.
