This was true when OSGeo was first formed as the initial projects were all 'C' tribe

The Java tribe is quite well represented these days
e.g.  degree,  geomajas, GeoServer, GeoTools, GeoNetwork are incubated

I think the point is we want a healthy mix of languages and technologies represented
C, Java, JavaScript, C#, Python, Perl ...
Libraries, Frameworks, Desktop Apps, Databases, Data Catalogs, web clients …
