Hi Jachym,

I want to thank both you and Jody for pushing for this list, this will 
be really useful.  In my opinion I believe we should auto-subscribe all 
project officers[1], and then send the first message describing the 
purpose of the list (also explaining the reason for the auto-subscribe). 
  I could also see this as an easy way for the SAC chair to contact all 
project leaders about system issues (downtimes/transition requests 
etc.), hopefully this use case fits into your vision for this list.
