Just as a (historic) comment: we as GRASS GIS project tried to achieve
this. Our code vetting took about two years and we had to eliminate
relevant code due to incompatibilities with the GPL (indeed, we did
that already in 1999 before adopting the GNU GPL).
So that code base should be clean and other OSGeo projects will have
done similar efforts.
