[Board] FOSS4G 2016 RFP kick-off

Hi Frank,

I'm writing to you as current chair of Conference committee. We, as
OSGeo board of  directors, would like to ask you, to start the Request
for proposal process, for the FOSS4G 2016 together with the rest of
the committee any time soon.

There should be probably several tasks done, before the RFP, such as
to ask conference chair to file a conference report, what is then to
be included in the RFP appendix.
