[Board] resignation

Hi Bart,

I can not agree with your statement, but I have to respect your decision
and wish you all the best and hope, you will continue your work for open
source software geospatial community.

On practical manner: according to our last meeting, I would like you all to
confirm the motions and ask Jorge asap to put the elections results out.

Precedences: I was delegated to the board when Jo resigned, based on
previous election result, I move to apply same procedure for this case.

Thank you, Bart, for what you have done, Cu soon, was pleasure to be with
you on the board

P.S. I can not stress enough, how much I disagree with you. Board might
have 100xn negatives, but not enough public discussion is certainly not
among them.
