[Board] Polling charter members

I think what is missing on that page, is what do we want FOSS4G to be? 
(affordable, small, tribe-pleasing vs at *the* city conference hall, 
pleasing a larger audience)  I think this confusion, is causing much of 
the stress/fear this past week.

Once we decide what we want FOSS4G to be, for OSGeo, then we can look at 
ways to make that happen (partnerships, PCO, hiring, etc etc, or not).
