Here was my last proposed timeline:

   2015-07-27 to 2015-08-03: Poll Charter Members about voting process 
(1 week)
   2015-08-04 to 2015-08-17: Nominate new Charter Members (2 weeks)
   2015-08-18 to 2015-08-24: Vote for new Charter Members (1 week)
   2015-08-25 to 2015-09-07: Nominate new Board Members (2 weeks)
   2015-09-08 to 2015-09-14: Vote for new Board Members -  (1 week)
