[Board] Motion: provide seed funding to FOSS4G 2016 team

Board,

I've spoken with Till this morning and this is time sensitive.  Please 
respond within 2 business days.

Motion: Set aside 100k euros for the guarantee of the FOSS4G 2016 event 
in Bonn, and to provide 50k euros from that amount, to the Bonn local 
committee as seed funding.  Terms of the agreement will be put into 
writing and signed by the chair of 2016 and OSGeo, and approved by the 
OSGeo Board.
