[Board] geoserver code sprint funding request

Jody, I have the impression people would like to see the potential budget
of US joining a larger code sprint instead... I have the impression it
would easily go up 3-4 times, but maybe this is not evident to others...
Besides the fact that the poor would make us delay the upgrade to 2.10
