[Board] President and info mail aliases

Board,
I just saw a SAC ticket disabling the OSGeo president and info mail
aliases being closed which pointed to Jeff's mail account.

It is not good practice to just disable these addresses as they are
official contact points and broadly advertised as such.

Years ago I proposed to instantiate a President Elect to back up this
type of function and always be able to represent OSGeo but unfortunately
we never followed up. Maybe this is a good point in time to restart this
dialog. My proposition was to limit the president's term to two years
and after the first year have a president elect in place so that there
is no vacuum for situations like these.

For the time being I am happy to pick up the above two aliases as
President Emeritus until the board has sorted the situation.

Alternatively I suggest that the board make a quick decision who should
receive these mail aliases (e.g. the treasurer) or at least point them
to the private mail alias "board-priv" although people would probably
expect the president's address to be an individual, not a list.
