[Board] Withdrawal of remaining OpenLayers project funds

You're right, after checking, Tim's original mail was addressed to the 
board list address, but I didn't receive it from the list, I received it 
because I was also CC'd. Perhaps Tim's address is not the one that is 
subscribed to the board list and the spam filter blocked his mail on the 
list.

I re-added Tim to CC to inform him just in case.
