[Board] Kicking off Elections 2015 process

Jeff, I'm fine with the new proposal - we should get movin'

Someone might not to catch up (one week can fit into someones holiday) -
and we try to re-define charter-member policy according to to members
voting activity. But that is easily solvable by later "waving".

OSGeo should be relatively small but active group. In some cases, we can do
this (see various Letters to OGC and others). I do not see any reason for
not being this possible for elections (what is a long-planed event).
