[Board] Kicking off Elections 2015 process

Yes, we do have the survey questions in our Lime Survey instance. I'll 
get back to the list ASAP with a version that can be commented by the 
community. The survey is not static and we cannot give access to 
everyone to the Lime Survey platform.
