[Board] Allocating $5k of ICA/OSGeo labs budget to funding Student travel awards for FOSS4G 2015 Seoul

Dear OSGeo Board,

Following email discussions on this [1], i can now confirm that i would like to request OSGeo Board to  allocate the whole $5k ICA/OSGeo labs budget for 2015 to funding Student travel awards [2]for FOSS4G 2015 Seoul. I leave the selection of students to the Seoul LOC to decide as per the process they have in place. 

I request the Seoul LOC that University of Southampton is also acknowledged  in the Student travel awards for thier genorosity of developing and mainitaing the "Geo for All" website for free and helping us contributing the whole budget for Geo4All to this student travel initiative. Thanks.
