[Board] Publish Code of Conduct

Hi OSGeo Board,
Thanks for voting to approve the OSGeo Code of Conduct.

I suggest that the final step is to now move it from the wiki page to a 
http://www.osgeo.org/code_of_conduct URL.
What is involved in updating the OSGeo web page. I'd be happy to do it, 
but don't think I have write access.

Once complete, we can write a press release and invite projects to 
reference the Code of Conduct.
