[Board] Regarding board meeting agenda

It is a good lesson for board members to always check the next board 
meeting agenda and add the topics you assume will be spoken of, directly 
by editing the wiki in advance.

Like I said, keep saying, this new rule of not adding important topics a 
week before the meeting will be a tough one for everyone to adjust to.

For my experience of being on the OSGeo board since 2009, I can tell you 
that most important agenda items are added from the Monday of the 
meeting, to minutes before the meeting on the Thursday.  And here we are 
on the Monday realizing all of the important topics for the Thursday.
