[Board] sponsor contacts

The one thing this missing is adjusting based on economy, kind of like how
foss4g had a reduced rate based on UN economy rankings.

Get a bit of that with small biz definition changing between the US and
Romania. Perhaps this is something to work on for next year.

If anyone has brain cells left over to think on the problem please
contribute.
