[Board] Conference Committee's FOSS4G 2017 Host City Recommendation

Thank you Sanghee for bringing this to the Board.

Do some board members need to speak of this, possibly over a google 
hangout together?  If you do I can make time for you.

But if there is no need for that, we could motion to approve the 
conference committee's recommendation.
