[Board] new motion: 2016 Bonn Financial agreement

Hi Board,

Thank you to Board members who voiced their concerns and thoughts.  The 
IRC log from today's meeting about the 2016 agreement is at:

One of the outcomes is that Maxi will propose to the Board a possible 
rule for future FOSS4G agreements, after this vote is complete.

I therefore make the following motion:

Motion to accept the terms of the financial agreement between FOSS4G e.V 
and the OSGeo foundation, per the terms in the document 
"Agreement-between-OSGeo-and-FOSSGISeV-2016-usd.pdf", to support FOSS4G 
2016. Per that document, an additional 57,500USD will be guaranteed by 
OSGeo, for a total of 115,000USD maximum financial exposure to the OSGeo 
foundation for the FOSS4G 2016 Bonn event.
