[Board] new motion: 2016 Bonn Financial agreement

+1 on the 2016 agreement  guarantee.  

I also strongly support Maxi's goal of developing guidelines ( I prefer that to rules as I believe that it will need to be flexible) on how we fund / guarantee / operate our international conference.  It is the single biggest source of our income and frankly the most important thing that the board does ( at least in terms of the financial viability of this foundation ).
