[Board] sponsorship drive

I think that's a great idea Jody (referring to the sponsor levels at 
http://www.osgeo.org/sponsorship).  Maybe work with Mike on this and 
draft the new levels on the OSGeo wiki and bring that page to the board 
when you are ready.
