[Board] Discussion for Motion: Committee bi-monthly reports

Hi Maxi,
I agree that it is difficult for a board member to be across all osgeo
lists, and everything osgeo is doing, but we should question whether the
board needs to be across everything in the first place?
This is a "Cathederal and Bazaar" [1] question, or hierarchy versus
grass roots question.
In a hierarchy, workers defer to the boss to make the decisions. In the
grass roots, workers (who are closer to the problems) make decisions,
occasionally calling for help from management to add political weight to
an argument.
I suggest that we trust our volunteers to know when they need to ask for
the board's help, possibly going as far as offering help if needed. If
you look back through OSGeo history I think you will find that prior
reporting efforts eventually died off due to lack of volunteer motivation.
If you like, maybe reword your motion to:
"One week before the board meeting, the board will ask committees if
there is anything they would like to add to the board's agenda and get
the board's help."
