[Board] motion: OSGeo signing certificates

Regarding connecting SAC and QGIS, usually specific tasks are handled 
through Trac, but in this case I think SAC might want to discuss this, 
so it would be good if Larry could join the SAC list (subscribe at 
https://lists.osgeo.org/mailman/listinfo/sac), then one of us could 
introduce this topic (and Larry) to SAC through a message there.   Good 
plan?
