[Board] MOTION: approve 200 USD for temp FOSS4G video hosting

Hi Board,

Another time-sensitive issue has come up, for FOSS4G-Portland videos we 
use a Vimeo Pro account to host the presentation videos etc.  Now 
putting all hosting debates aside (the OSGeo Conference Committee is 
looking at other longer-term solutions[1]) for now we need to approve 
200 USD from OSGeo so that this account can be re-instated.  I and many 
others feel that this is a small sum for something that so many benefit 
from.  Therefore I call a motion to the OSGeo Board now (yes this means 
all existing/current board members, all 9).

Motion to provide 200USD for FOSS4G video hosting to the FOSS4G-Portland 
team for this year only, until a proper solution is put into place for 
hosting FOSS4G videos.
