[Board] MOTION: approve 200 USD for temp FOSS4G video hosting

with the side note of considering to find alternative solution for the next
year that could be adopted also by next OSGeo conferences.
Multiplying this little cost for each OSGeo conference, local, regional and
global, could surprisingly end in a higher and expensive bill ;-)
