[Board] Overview of all current FOSS4G conferences

I've created a new "foss4g" organization in the OSGeo git instance, with 
repositories for "video.foss4g.org" and "foss4g.org": 
https://git.osgeo.org/gogs/foss4g

I used the latest files direct from the webextra VM.  It would be good 
if we can start using this git service for making changes (instead of 
just on the server).  For now I added Markus and Luca as members; Peter 
please login and then I can add you to this organization I believe. 
Everyone is welcome!

Some other notes:

- I made sure to also commit those files into the old OSGeo Subversion 
instance, for the repository 'foss4g', which for many years I archived 
files at: https://svn.osgeo.org/osgeo/foss4g/

- I just discovered that we have yet another git option: GitLab at 
https://git.osgeo.org/gitlab/ (hard to keep track of all options ha!)
