[Board] osgeo bsd 3-clause license

I have a request from the JTS project to relicense some early GeoTools code
under a BSD-3 License.

While the GeoTools PMC is in favour of this (because JTS is awesome) we
need a BSD-3 License with "Open Source Geospatial Foundation as the
organization.

I have added this license to
http://www.osgeo.org/content/foundation/legal/licenses.html
