[Board] osgeo bsd 3-clause license

I see the problem with the wording "For projects that have been contributed
directly to the foundation, the following BSD-3 License is available: OSGeo
BSD License V1.0 ( txt | pdf )"....

Not sure how to fix it? I want to say that the following license is posted
here for our (c) OSGeo projects that wish to use a BSD license.
