[Board] Welcome to Dirk Frigne

Thanks Suchith - I am trying to draft a blog post while travelling today so
we get something more official.

Since we are a all about the doing around here do you mind sending your
welcome message to discuss at osgeo.org.

There was a lot of progress made on the weekend and it will be a few days
as we action all the decisions that were made.

I also am excited by having a new president and hope that having Vice
Presidents on hand we can reduce the travel associates with the role. It is
also good to have a Vice President familiar with operations to ensure
continuity (and accommodate vacations).
