[Board] 2016 budget discussion (due 12 Feb)

Jody,

I started from the operational budget last year. This is the actual
spended money. Rounded to 100 or 1000$.

The "extra" amount I added (information in braces) is my suggestion to
have a budget of 75000$ allocated as discussed in the face2face meeting.
This is 50.000 $ more than the spended money in 2015.

In other words, our discussion should focus on these extra's as I assume
we don't want to spend less than the actual cost last year on the
different categories. We can of course, if we have a reason for it.
F.I.: if we should decide not to support any events anymore, we can
eliminate this budget, but I didn't detect such wishes on the face2face
meeting.

I suggest to use 5000$ more on the sac budget for implementing and
hosting the website and take that from f.e. the events budget.
