[Board] about info at osgeo org

I'm all for the contact form. Anything that spreads the responsibility out is good though. I still feel bad that Jeff and all the past presidents did so much. And I think it contributed significantly to burn out. Working on spreading out these responsibilities is good both fit the board members and for OSGeo's long term viability.
