[Board] meeting prep - Budget Plan 2016

I note we have a "Budget Plan 2016" agenda item listed for this weeks

In the last meeting we had a motion "Finalize Budget by 12 Feb" which I
believe we have now accomplished, the finalized budget is available here

If their are any questions address them in this email thread, or if there
are no questions can we strike this item from the agenda (as being already
handled).
