[Board] [Marketing] motion: marketing committee chair

I offered to join a few months ago, as has Marc, but the website does not
reflect this - the wiki <http://wiki.osgeo.org/wiki/Marketing_Committee>
lists the following members:

   - Cameron Shorter, Chair
   - Alex Mandel
   - Arnulf Christl
   - Jeroen Ticheler
   - Jo Cook
   - Nicolas Bozon
   - Peter Batty
   - Daniele Nascimento
