[Board] incubation update - rasdaman removed from incubation

The incubation committee has passed the following motion: "The Rasdaman
Project is to be removed from the OSGeo Incubation process."

I have extended an invitation to Peter asking if the project would like to
join OSGeo as a community project

are are listed on the osgeo.org website and have distinct branding
available for use.
