[Board] About Board meeting in Oct. 2016

Sadly I am going to have availability trouble on both those days (fegeoday
and customer training).

Please update the wiki <https://wiki.osgeo.org/wiki/Board_of_Directors>
when we have a finalized time, it is looking sadly out of date.
