Replace the frase "veto" by "objection" could be a first step.
"veto" sounds too much like an UN Security Council thing to me, whereas "objection" encourages all who are involved to set them aside.

Hi Anita,
The tweak I'm suggesting is that all of us voted into positions of trust (such as on OSGeo committees) are to act as "Leaders" instead of "Managers".
Leaders lead by example, they encourage and inspire. We have had, and still have, many excellent Leaders within OSGeo.
I'd be happy to expand on this statement, by writing an OSGeo guideline, which could be added maybe here: https://wiki.osgeo.org/wiki/Committee_Guidelines
