[Board] Actions: FOSS4G Affordability report for conference committee

Two actions here:

   - Action: Michael to provide pre diem costs to attend accommodation+food
   in each city
   - Action: Vasile to finish report, and publish on website after review
   by conference committee and osgeo board.


Michael has provided numbers in a seperate email thread, Vasile speak up if
you need a hand. Thank you both for applying both metrics and passion to
this important issue.
