[Board] Actions: foss4g global scheduling

We have two actions here:

   - Action: Vasilie to take action to take time offset idea to the
   conference committee
   - Action: Jody to talk to David Bitner from the foss4g-na committee
   about time-offset idea


These actions explore how regional conferences interact with the foss4g
global conference. In particular the foss4g europe and foss4g-na
conferences attract a great mix of participants.

This is not necessarily a time sensitive issue, but the result of these
inquires should be passed to the conference committee.
