[Board] Actions: With respect to publication of FOSS4G 2016 academic track

I was trying to seperate out the email threads, since that thread was a
plea to post the mins and act on our time sensitive issues (such as
feedback to the conference committee).

A bit of organization on the email list can help us work more effectively
together.
