[Board] urgent: election procedure for 2017 charter member elections

Hi Vasile & Jeff,

Thanks for the update. I know the both of you must
be exhausted and have a lot to catch-up with after
FOSS4G-Europe and FOSS4G-2017.

Just wanted to make sure I had the nomination schedule
right. Three day extension will be great for me as I will
be traveling till 4 Sept., 2017.
