[Board] Funding request - article on PyWPS

I think I just remembered the discussion in the pywps mailing list.

Because the project has not graduated yet this ends up being part of the
incubation budget, which should be sufficient to cover this cost.

Looks like a great opportunity, should we make a motion on the incubation
list?
