[Board] Video cal in December

Thanks Helena that is great, I will be sure to review and catch up; and I
see some of the actual expenses being added to the
https://wiki.osgeo.org/wiki/OSGeo_Budget_2017 wiki page.

Reviewing quickly - shows projects did much better this year at using
allocated budget.

2017 Board:
- 15k budget, 6k spent = 40%
2017 Committees
- 57k max budget (actually 50k because travel grant matching), 18k spent =
32%
Projects
- 18k budget, 15k spent = 80%
Website initiative:
- 30k budget, 5k marketing, 5k sponsors = 102% (actually closer as
sponsorship exceeded target). Question we still have the final component 2
payment or has that been made?
