Sure, osgeo acts as a bank account for our osgeo projects (if someone makes
a donation to openlayers right now osgeo holds it). Local chapters could
also act the same way if we wanted to.

Code sprints work the same way.

For context you asked me to consider ways in which a federation could do
things (groups with sub groups). This got us talking about money.

Not all local chapters have incorporated - for those that have not osgeo
helps right now. (Or if you set up a federation then the next group above
would take over helping).
