[Board] Fwd: Official expression of interest forming a European Chapter

Maria while it is interesting to think ahead to how local chapters can be
effective - it does not directly relate to formation of a european chapter.

I am getting a bit lost talking about EU projects (our they bidding for
work and funding?) I am used to thinking of local chapters advocating for
our interests on matters of policy - in which case having several local
chapters  advocating does not present a conflict.

Irregardless we have to trust the local chapters to communicate how best to
respond; one of the reasons to have local chapters for different regions is
to have the choice of the right tool for the job at hand.

(Also usual feedback about CCing multiple lists on a single discussion -
everyone will miss out on communication happening unless they are signed up
to *all* the lists)
