[Board] Request for supporting a code sprint

Thanks Arnulf, that looks really clear - and I trust we can help out. I
really like that the budget is drawing from a wide range of sponsors (and
that you are acknowledging in-kind sponsorship which is "priceless"). This
looks to be a great activity setting up and training new QGIS developers
(which is amazing and hopefully sows seeds for next years foss4g).
Code sprint budget this year was allocated by project

2016. I am not sure if this will match our experience in 2017 ... but at
least we have increased sprint funding to draw from.
I have a "made a motion" in Loomio <https://www.loomio.org/d/vlbUMzcC> in
the hopes we can resolve this before the next meeting.
