[Board] [OSGeo-Conf] Travel grant meeting

Thanks Til / Steve,

If possible I would like to get a motion for "responsibility" and "budget"
before during this meeting - ideally to purchase foss4g registrations at an
early bird rate. It looks like we missed the deadline for foss4g europe.
