[Board] where to go for live budget information

I had a go at hunting down budget changes, and updating

I listed the initial budget motion, and any subsequent changes near the top
for traceability.

One thing that keeps coming up when we talk about money is a request for
update on money being returned from prior conferences, how much money is
still available for sprints, etc...

Thoughts
- Budgets also encompass differed income; we should pencil in a number for
prior conferences so (we can proceed to planning without bring up this
questions each time.)
- Michael is there a good spot (on dropbox?) where we can check current
balance information without asking you on email each time?
- A wiki is a difficult place to maintain a budget
