[Board] When to have next board meeting

Hi,

There's still a couple of board members pending to vote.

Right now the most voted date is the 21st of November, Tuesday. There is no
day we can all meet but right now we can have quorum. So let's wait to see
if that date is confirmed with the votes pending.

It is good to remind that all members of OSGeo are invited to the meeting
on IRC to follow the conversation (and even participate if there is
something relevant to say). Also, if some member has something that wants
to share, this is the placen and time to say it so we can add it to the
list of topics.
