[Board] incubation application accepted for OSGeo-Live

MOT1: Recognize OSGeo Live as entering the incubation process.

I have informed the incubation list, and reached out to the OSGeo Live team
to help prepare a news announcement.

Jeff can I ask your assistance updating the osgeo.org sidebar; or would you
